Jared Munster, Ph.D., AICP, PMP, CSSBB, CFM, CCEA
Jared E. Munster, Ph.D., is an experienced government administrator with a proven track record of success in development and implementation of innovative solutions to major policy issues ranging from local regulation of transportation network companies and short-term rentals to reimagining local government service delivery through technology and innovation. Jared brings in-depth technical knowledge of urban planning, zoning and land use, flood plain management, and transportation as well as practical expertise in organizational change management and project delivery.
Jared’s career in local government includes over 10 years with the City of New Orleans, including more than 5 years as the Director of the Department of Safety and Permits. Jared went on to serve as the Interim Executive Director of the Regional Transit Authority in New Orleans where he led there structuring of the Authority into a self-managed public agency for the first time in its 40-year history.
Jared’s success in organizational change in the Department of Safety and Permits was recognized by the New Orleans Bureau of Governmental Research (BGR)in 2014 when he received their Merit Award for Outstanding Performance in Government. According to BGR, Jared “has sought to create transparency and responsiveness in a department previously known for its opacity and sluggishness” and “has focused on streamlining processes that foster economic development in the City of New Orleans.”
During Jared’s tenure as Director of Safety and Permits, he led the City’s transitioned to a new comprehensive zoning ordinance, new Flood Insurance Rate Maps, and a new building code. He also led the development and implementation of regulatory standards for transportation network companies,short-term rentals, and private use of public rights-of-way. The New Orleans model of short-term rental regulations was the most successful in the nation with a 90+% registration rate for existing listings, which he wrote about for the American Planning Association’s Planners Advisory Service Memo in January 2019.
